CARC reviews membership-termination rules after discrepancy over Carmel Township notice and FY25‑26 payment

At the April 9, 2026, meeting of the Charlotte Area Recreation Cooperative, board members discussed a discrepancy over whether Carmel Township provided written notice to terminate its participation in CARC for the coming fiscal year. Anissa Buiskool stated the city had not received a termination letter from Carmel Township; Richard Harvey said he believed only Eaton Township had received such a letter from Carmel Township, according to the minutes.

The board reviewed Article V, Section 1 of the Interlocal Agreement for Recreation, which requires a party to provide sixty (60) days’ written notice to the Cooperative Board and the governing bodies of the parties no later than April 1 in any year in which termination would be effective. The article notes that if a notice is given, the withdrawing party remains liable for obligations incurred prior to actual termination and according to the approved budget for that fiscal year.

The minutes also record that city officials sent a formal letter to Carmel Township requesting the FY25‑26 payment; that letter is attached to the minutes, the record states.
