The Torrington Planning and Zoning Commission on June 24 handled several procedural and docket items and set multiple matters for the July 15 meeting.
The commission voted to reschedule a two‑lot resubdivision application for 89 Commercial Boulevard (applicant Alan Bergasi) to July 15, 2026 after staff reported that required mailings were not sent. The commission also scheduled public hearings on July 15 for multiple zoning regulation amendments proposed by the commission including revisions to section 5.13 (parking), sections 2.2/3.1/6.8 (mixed‑use and multi‑family housing), sections 2.2/6.7 (definitions and mobile homes/recreational vehicles), and section 7.2.3 (flood hazard regulations).
Planning staff notified the commission of a late application to place an 18,000‑gallon propane tank at 62 Broad Street (industrial property). Planner Jeremy Leifer said departmental reviews are ongoing to determine whether the installation is a standalone special exception (deliveries/propane distribution) or an accessory site plan use; the commission voted to add the application to the docket so formal review and the applicable decision timeline can begin.
Staff also reported planner approvals, including a change of use at 38 East Main Street (the former King's Closet) to a dance studio; the commission noted the sign and exterior work went through Architectural Review Committee (ARC) approval. The meeting opened with a roll call and approval of minutes from June 10 by voice vote and adjourned at about 7:37 p.m.
Next steps: Applicants for the resubdivision, the propane tank and the zoning amendments will appear on the July 15 agenda with staff memos and any required public notice completed in time for those hearings.
