Council approves 2025 CEDA contract amid frustration over delayed comprehensive plan

Rushford Village councilmembers discussed delays to the village comprehensive plan and narrowly approved a 2025 contract with CEDA on Dec. 3.
The contract (not to exceed $15,962) represents a 5% increase over 2024. Councilmember Robert Hart and Rick Ruberg expressed frustration that the comprehensive plan, originally expected in 2024, remains unfinished. Hart said he did not feel the village received full value from the contract given the plan’s delay; Ruberg said the village is in a position where continuing the contract may be necessary to finish outstanding projects.
Rebecca Charles of CEDA said she secured grant funding during the past year — including design work for a Safe Routes to School project and a $13,200 Taylor/SMIF grant for a merry-go-round — and that some grant work reduced what the village would otherwise have to complete. Mayor Dennis Overland and Councilmember Mike Ebner urged clearer direction from the council to set priorities for CEDA work in 2025. Pettit and staff noted that preparing a comp plan in-house previously required substantial volunteer time, public hearings and legal review.
The motion to approve the 2025 CEDA contract passed on a motion by Travis Link and second by Mike Ebner, with Hart recorded as opposed. The council directed CEDA to bring a first draft of the comprehensive plan for review after Jan. 1, 2025.
