Ocean View trustees adopt 2026-27 LCAP after presentation showing attendance and assessment gains

The Ocean View School District Board of Trustees voted unanimously June 23 to adopt the district's 2026-27 Local Control and Accountability Plan (LCAP), a state-required plan that frames local goals, spending priorities and metrics.

Superintendent Dr. Hofer presented the plan, reviewing state and local indicators used to measure progress. Key locally reported figures in the presentation included an overall attendance rate of 95.7% (the district's stated target is 96%), district chronic absenteeism around 9%, and spring 2026 i-Ready growth across student groups. Dr. Hofer also noted foster youth reading growth of roughly 22% and that 17% of English learners achieved level four on the ELPAC assessment as of the most recent reporting.

"This presentation fulfills that requirement and provides an overview of our progress toward the goals outlined in the LCAP," Dr. Hofer said. He emphasized that local indicators are self-reported and that the district will submit the LCAP and associated documents to the Orange County Department of Education after board approval.

Board members sought clarifications about how the district marks indicators as "met" and about the relationship between i-Ready and statewide assessments. "There is a correlation, a statistical correlation, and not causation," Dr. Hofer told the board when asked whether i-Ready results align with state Smarter Balanced outcomes; he added that the correlation is weaker for English learners because Smarter Balanced includes constructed responses while i-Ready is primarily multiple choice.

The board approved the LCAP 5-0, enabling district staff to file the required documents and implement the actions beginning July 1.
