Prescott and library board approve MOU to formalize building cost-sharing

Prescott, Wis. — The Prescott City Council on June 8 approved a Memorandum of Understanding with the Prescott Public Library Board that sets out ownership, operation, maintenance, repair, replacement and cost-sharing responsibilities for the municipal facility at 800 Borner Street.
Under the MOU the city retains ownership of the building and grounds; the Library Board maintains responsibility and control for the library portion of the building; utilities, custodial services and HVAC maintenance will be shared based on an agreed allocation; the city will be responsible for exterior building maintenance, grounds maintenance, parking lots, sidewalks, security and fire alarm systems; and shared spaces will generally be maintained through a 50/50 cost‑sharing arrangement. Capital improvement requests exceeding $10,000 with a useful life greater than five years will continue to be submitted through the city's Capital Improvement Plan process. The council approved the MOU (Hintz/Granquist) by voice vote with no negative votes.
The MOU aims to provide budgeting clarity and a framework for future facility management.
