Prescott City Council adopts 2026–2046 comprehensive plan, flags shift toward farm-to-table approach

Prescott, Wis. — The Prescott City Council on June 8 adopted Ordinance 04-26, the City of Prescott Comprehensive Plan 2026–2046, concluding a multiyear update process that included Plan Commission review since February 2025 and a public hearing on June 1 required under Wisconsin Statute § 66.1001(4)(d). The hearing produced no public comment.

City Administrator Matt Wolf told the council the update reviews and revises chapters on issues and opportunities, housing, transportation, utilities and community facilities, agricultural, natural and cultural resources, economic development, intergovernmental cooperation, land use and implementation, and incorporates feedback from a 2025 community survey. Alderperson Maureen Otwell said the plan appears to be moving “from preserving agricultural land toward supporting a farm-to-table approach” and asked whether the planning process had considered city acquisition of additional agricultural land beyond Borner Farms.

Wolf and the Plan Commission recommended adoption; Alderperson Maureen Otwell moved to adopt the ordinance, seconded by Alderperson Dar Hintz. The motion passed without a negative voice vote. The adopted plan will guide zoning, capital planning and long-range projects through 2046 and sets the policy framework the city will use when reviewing future land-use and development proposals.

The council’s action completes the statutory process for adopting a comprehensive plan under state law. No further formal actions related to implementation were taken at the meeting.
