Chairman Jerry Westring moved to allow claims and direct warrants against the county funds as listed; Commissioner Boruch seconded and the board voted unanimously to approve the claims. Notable items included a $87,323.40 service payment to the City of Columbus, several large road-related invoices (Dale R Johnson Enterprises gravel $21,204.98; Sapp Bros. fuel $16,088.16; Southwest Gravel Products LLC $13,583.23), and a Highway Bond Fund payment to BOKF, NA of $727,296.66.
At 10:00 a.m. the board opened the advertised hearing on a conditional-use permit for the SW ¼ of Section 34, Township 13 North, Range 1 West submitted by Dey Land & Cattle. The application proposed changing the footprint of existing feedlot pens but not increasing animal units. No one appeared in support or opposition during the public comment period. The board closed the hearing at 10:30 a.m. and Commissioner Boss moved to approve the conditional-use permit as submitted by Andrew J. Dey; Commissioner Boruch seconded and the vote was unanimous.
Shortly after, at 10:35 a.m., Commissioner Boruch moved to go into executive session to discuss personnel matters; Commissioner Boss seconded and the board recessed with Sheriff Ladwig and County Clerk Debra S. Girard present. The board returned from executive session at 10:45 a.m. on a motion by Chairman Jerry Westring; Westring stated for the record that no formal action was taken and only personnel issues were discussed.
The board approved the Sheriff’s and Treasurer’s reports, noting that all distress warrants for the 2024 tax year have been collected and credited to county funds. The meeting adjourned at 11:50 a.m.; the board scheduled meetings for Nov. 25 and Dec. 2, 2025.
