Polk County commissioners appoint NACO designee, approve court-office agreement and fairgrounds permit

At its Nov. 25 meeting in Osceola, the Polk County Board of County Commissioners unanimously appointed County Clerk Debra S. Girard as the county's NACO designee, approved a 2026 agreement with the Administrative Office of the Courts and Probation, and granted a special designated permit to allow alcohol at a Dec. 7 fairgrounds event.
The Polk County Board of County Commissioners voted unanimously on three procedural items at its Nov. 25 meeting in Osceola.
Commissioner Boruch moved and Commissioner Boss seconded a motion to appoint County Clerk Debra S. Girard as Polk County's designee to cast the county's ballot at the National Association of Counties (NACO) annual meeting if Chairman Jerry Westring is unable to attend. The roll-call vote was Boruch, aye; Boss, aye; Westring, aye.
Commissioner Boss then moved and Commissioner Boruch seconded approval of an agreement with the Administrative Office of the Courts and Probation for calendar year 2026. The agreement, as described to the board, combines the county and district court offices and authorizes the Clerk Magistrate to perform the duties of the Clerk of the District Court; Polk County will reimburse the Office of the Courts for one-half of the Clerk Magistrate's salary. The motion passed by roll call (Boss, aye; Boruch, aye; Westring, aye).
Finally, the board considered a request from Shauna Drozd for a special designated permit for an event at the Polk County Fairgrounds. Commissioner Boruch moved to allow the Polk County Recreational Association to sell and serve alcohol on Dec. 7, 2025, in the Ag Pavilion; Commissioner Boss seconded and the motion passed by roll call (Boruch, aye; Boss, aye; Westring, aye).
No public roll-call dissent or abstentions were recorded in the minutes for these items. The meeting minutes state that the board convened at 9:30 a.m., that a current copy of the Open Meetings Act was posted in the meeting room, and that the meeting adjourned at 11:35 a.m. The board's next meetings are scheduled for Dec. 2 and Dec. 16, 2025.
