The Noblesville Common Council on June 23 approved a package of ordinances covering annexations, budget adjustments, impact fees, traffic changes and a salary‑ordinance amendment.
The council voted to annex roughly 162–163 acres for the Bending Branch Planned Development (ordinance 21-05-26), allowing up to 305 single-family lots; the roll-call vote recorded six ayes and two nays. The council also approved a voluntary annexation of about 93 acres for the Montclair Planned Development (ordinance 22-05-26) on an eight-to-zero vote.
City staff presented ordinance 28-06-26 to make 2026 midyear appropriations and budget adjustments for radon remediation at the public-safety building, costs advancing the new police‑station project, above‑budget fuel expenses, and compensation adjustments for sworn public-safety officers. After a public hearing with no speakers, the council approved the ordinance by an eight-to-zero roll-call vote.
The council reaffirmed current impact-fee rates and adopted an impact zone in ordinance 29-06-26, citing compliance with House Enrolled Act 1001 and Indiana Code 36-7-4-13‑16.5; planning staff and the impact-advisory committee had recommended reaffirmation. The vote was recorded eight ayes, zero nays.
Ordinance 30-06-26 updated the traffic schedule to reflect newly built roads and roundabouts and set a 20 mph trail speed limit tied to the city's earlier micro-mobility ordinance; the council approved the ordinance by an eight-to-zero vote.
HR Director Holly Ramona presented salary ordinance 01-01-26A to incorporate the midyear compensation adjustments and two new position titles (assistant city attorney and executive initiatives manager). City staff said the two new positions would be budget neutral and the package includes a requested 1% increase for sworn public-safety personnel and a part‑time inspector for the planning department. The council voted to waive the rules and approved the ordinance on first reading by unanimous recorded vote.
