River Ridge CDD appoints resident Keith Merrill to vacant board seat; adopts officer slate

The River Ridge Community Development District on Oct. 22, 2024 appointed longtime Pelican Sound resident Keith Merrill to fill the unexpired Seat 1 (term expires November 2026).
Chair Bob Schultz nominated Merrill; the board approved the appointment on a motion by Schultz, seconded by Robert Twombly, with the motion recorded as "with all in favor." Mrs. Adams, acting as a notary, administered the Oath of Office to Merrill immediately after the appointment. District Counsel Tony Pires and Mrs. Adams reviewed required ethics training, Form 1 disclosure filing and Form 8B voting‑conflict procedures under the Sunshine Law and public records obligations for new board members.
The board then considered Resolution 2025‑01, which elects Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries and adds Keith Merrill as an Assistant Secretary. The resolution also removes James Gilman from officer listings and leaves prior staff appointments unchanged. The measure was moved by Kurt Blumenthal, seconded by Terry Mountford and adopted "with all in favor."
The board recorded that newly appointed and continuing officers should complete statutory and board training as required and follow the district's public records and electronic communications guidance provided by counsel and staff. The meeting packet included sample Form 1 instructions and a brief on Sunshine Amendment and Code of Ethics obligations.
The Board is next scheduled to meet Nov. 19, 2024 (rescheduled from Nov. 12).
