River Ridge CDD approves goals, performance measures to comply with new state law (HB7013)

District Counsel Tony Pires and staff briefed the River Ridge Community Development District board on new state requirements under HB7013 requiring special districts to set annual goals, performance measures and standards. The board approved a proposed Goals and Objectives form and the accompanying Performance Measures and Standards at the Aug. 27 meeting.
Pires and District Manager Chuck Adams said staff collaborated on general performance measures and identified three key categories for the district’s initial plan: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability. The board noted that the initial report must be posted on the CDD website and is due Dec. 1, 2025.
Supervisor Kurt Blumenthal moved to approve the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form; Supervisor Robert Twombly seconded the motion, which passed unanimously. Staff will include the reporting task on the district’s Key Activity Dates list.
