The Windsor Locks Board of Education on June 15 approved a revised fiscal year 2027 budget that trims nine teacher positions, freezes salaries for all non‑union employees and restores Windsor Locks High School sports and clubs. The motion to approve the superintendent’s revised proposal passed on a 3–1 roll‑call vote.
Superintendent Shawn Parkhurst presented the revised FY27 proposal as an alternate plan responsive to board requests from the prior meeting. The proposal includes a salary freeze for all non‑union staff for FY27, restoration of athletics and extracurricular clubs at Windsor Locks High School, and a net reduction of nine teacher positions to reduce the district’s budget request.
Board member Dennis Gragnolati moved to approve the revised FY27 budget “as presented by the Superintendent,” and Greg Guyette seconded. The roll‑call vote recorded Gragnolati – Yes; Cutler – No; Mortensen‑Hurdle – Yes; Guyette – Yes. Chairwoman Alba Osorio did not cast a vote. The board recorded the motion as passed, 3–1.
Public comments before the vote included remarks read into the record from Mickey Danyluk and in‑person statements from Matt Sigall, identified as WLTA president, and Jenn Thompson, identified as a Windsor Locks High School special education teacher. Students from the high school also spoke about drama and other clubs affected by budget decisions. After the vote, Guyette said he remained upset with the budget and “encouraged everyone to come out to vote on June 16, 2026.” Chairwoman Osorio expressed how difficult the budget reduction is and the impact “on our staff, students, and families.” Amber Mortensen‑Hurdle said the board should revisit the reductions if a referendum or restored funding allows.
The board approved the revised budget as a final action of the special meeting. Dennis Gragnolati later moved to adjourn; Lindsay Cutler seconded, and the meeting adjourned at 6:45 p.m. The approved revisions will be subject to any outcomes from the June 16 referendum and further board review if funding changes.
