Board reviews draft designation allowing The Gilbert School to seek capital reimbursement

Kurt Werner reported to the Board of Education that the Gilbert School Contract Negotiating Committee met June 26 to consider language that would designate The Gilbert School to provide educational services to Winchester’s middle and high school students and to clarify a term of service tied to grant payments or a fixed-year period.
The committee drafted the following statement for consideration and submission to the state: "The Winchester Board of Education designates The Gilbert School to provide educational services to the Town of Winchester for its middle and high school students, and The Gilbert School agrees to provide educational services to the Town of Winchester for a period of not less than 10 years after the completion of grant payments, or for a period of 20 years after (insert date signed)." The committee sent the draft to the Department of Administrative Services (DAS) to determine whether the language is sufficient to allow The Gilbert School to apply for capital project reimbursement; the minutes record that no official state response has been received yet.
Werner presented the update as a committee report; the board did not record a vote or formal adoption of the draft at the Aug. 12 meeting. Board members indicated the draft statement and any state guidance will be used to finalize goals and the superintendent-evaluation format once goals are set at the facilitated session scheduled for Sept. 23.
Because the DAS review is pending, the draft’s legal or reimbursement effect remains unresolved; the board will await the state’s response before advancing a formal designation or related capital requests.
