Board approves Clark Street crosswalk mural, hears developer plans for nearby utility relocation

The Elkhart City Board of Public Works on June 2 approved a request by We Impact Group to paint a slip-resistant mural across the driveways on Clark Street north of Jackson Boulevard and authorized preliminary engineering to relocate utilities related to the developer’s adjacent project.
Staff said the mural will use paint specified for crosswalks with a slip-resistant finish and, because of location specifics, the board should approve rather than staff-level sign-off. "Alex will now that she's done with the underpass, she can work on the design," Megan Frink, the applicant’s representative, said. Frink said the design will feature fitness and wellness motifs—swimming, running, biking and disc golf—and that the city will review and approve the final artwork before painting begins.
Separately, the board authorized a professional services agreement with Jones Petrifensky (JPR) for Clark Street utility relocation engineering with fees not to exceed $18,700. Staff explained the work is needed to relocate a sanitary sewer that runs through a proposed development parcel and to upsize a water main; construction will return to the board for final approval.
The board approved both items by voice vote.
