Elkhart advances Oakland Avenue sewer and CSO work, approves rail-underpass agreement

The Elkhart City Board of Public Works on June 2 advanced several items tied to the large Oakland Avenue sewer and CSO program, including permitting under a railroad underpass and ratifying multiple State Revolving Fund (SRF) payment requests.
Staff told the board the Norfolk Southern/Railpros agreement to accept a permit to work under the Oakland Avenue underpass was tentatively approved the day before and requires the city to sign an agreement that includes a payment to Railpros and additional insurance requirements for the contractor. "That permit was tentatively approved yesterday," a public-works staff member said, adding that the director of public works will e-sign the agreement so the city can receive the permit.
Separately, the board authorized a professional-services agreement with Jones Petrifensky (JPR) for Clark Street utility relocation; the engineering fees were capped at $18,700. Staff said the work is preliminary engineering for a private development on the south side of Jackson Boulevard and that construction will return to the board for approval later.
On the Oakland CSO tank projects, the board ratified several SRF pay requests and a partial payment to CN Excavating for $78,047 tied to Force Main Phase A; project manager Jason Simick said construction is complete for that phase and staff were awaiting as-built documents for bonding. Simick said the city expects portions of the Oakland work to be finished this year and that utility work on Oakland Street is ongoing.
The board approved change order No. 1 for the Oakland Avenue D project that deducts $543,115 from the contract price after staff and the engineer identified in-field differences from plans; staff described the change as eliminating expensive large-diameter bends and switching the sanitary force main from ductile iron to C900 PVC to reduce cost. "We were able to actually make a couple of adjustments eliminating quite a bit of large diameter pipe bends which are very expensive," staff said, noting DLZ, the engineer, reviewed and approved the field revisions.
All items were approved on voice votes. The board’s actions clear engineering and payment steps that staff said will keep the Oakland program on schedule.
