The Windsor Locks Board of Education voted June 9 to award the CIF planning grant contract for the WL Outdoor Wellness and Athletic Complex to KBA.
Superintendent Shawn Parkhurst told the Board that a review team scored submitted proposals on a rubric and recommended KBA as the successful proposer. Greg Guyette moved to award the contract and Lindsay Cutler seconded; the motion passed unanimously.
The award is for planning work to position the complex to be shovel-ready for future grant applications. The Board did not provide project cost details or a timeline at the meeting; staff indicated the planning phase is intended to support subsequent grant applications and capital funding steps.
Next steps: KBA will proceed with planning work per the contract; staff will report back to the Board as planning milestones are reached.
