Winchester — Julie Luby, Ed.D., superintendent of Winchester Public Schools, presented her proposed fiscal year 2027 budget to the Winchester Board of Education at a special meeting on Feb. 3, 2026, in the Hicks Room. The board called the meeting to order at 6:32 p.m. and livestreamed the presentation.
Luby delivered the FY 2027 budget proposal and provided the board with an overview of the plan; the transcript records that the board will review the proposal and provide feedback at its next meeting on Feb. 5, 2027. The meeting minutes do not record any formal vote or adoption of the budget at the Feb. 3 session.
Board members present for the special meeting included Elinor Bishop, Shane Centrella, Carol Kijek (arrived 6:48 p.m.), Nora Mocarski, Jonathan Morhardt, Frank Oliveri, Christine Rylander, Joseph Santoro and Kurt Werner. The meeting packet and header list the event as a “Special Meeting Presentation of Superintendent FY2027.”
After the presentation, Board Member Shane Centrella moved to adjourn; the motion was seconded by Board Member Jonathan Morhardt and passed unanimously.
