Board chair acknowledges procedural lapse after March 4 motion; board pledges improved notice and transparency

At the start of agenda item 6.3, the board chair acknowledged a procedural lapse for allowing a Title IX-related motion without prior notice at the March 4 meeting and accepted responsibility for the oversight.

"I made a last-minute decision to allow a title nine motion without notice and I realize the best practice is to place such items on the agenda in advance... I take full responsibility," the chair said, adding that they have already adjusted their process to share updates more promptly.

Superintendent Dr. Foley and other board members stressed the importance of the "no surprise" rule, transparency with the community, and strong collaboration between the board and administration to rebuild trust. Dr. Foley said he and the chair met after the last meeting and have worked to strengthen communication and ensure administrators are prepared for issues the board must address.

Board member Libby reminded colleagues of the ethical code board members agreed to uphold and urged the board to put community interests first. Following the discussion, the board asked administration to provide input on current policies and implementation before any further action on the March 4 motion; members also said public comment and stakeholder concerns presented at Monday's meeting should be added to a future agenda.

What happens next: The board will add an agenda item to receive administrative input on policy JB and related implementation questions before any board action, and will hold further public discussion at a properly noticed future meeting.
