Staff presented the application and floor/site plans and said the property—zoned RM (medium-density residential) with adjacent commercial parcels—would meet parking requirements because the applicant owns a nearby parcel connecting to the backyard. "A final site plan that meets all conditions of this permit is required before a building permit will be issued," staff said.
Vice Chair Bowman moved to approve the conditional use permit based on staff recommendations; Commissioner Amik seconded. The motion passed on a unanimous roll call.
The permit includes the condition that if substantial construction has not taken place within one year of issuance, the permit will become void. Staff said outdoor storage must be screened from residential lots and rights-of-way, and a final site plan must be approved before building permits are released.
What happens next: the applicant may proceed with final site-plan submittal and, upon meeting conditions, obtain building permits to complete the bed-and-breakfast and tea-house conversion.
