Carroll County commissioners approve reappointment to airport board, liquor-permit transfer and routine county measures

Carroll County — The Carroll County Board of Commissioners on June 25 approved a slate of routine measures, reappointed Dale “Sunny” Fitz Simmons to the Carroll County Airport Authority Board and waived a hearing to approve a liquor-permit transfer for a local restaurant.
The board voted unanimously to approve minutes, travel requests and appropriations, and to pay bills clerk staff reported at $171,692.55. The same meeting approved the five-year reappointment of Dale, known as Sunny Fitz Simmons, to the Carroll County Airport Authority Board; that term runs from July 1, 2026, through June 30, 2031.
During discussion of the airport reappointment, a commissioner said recent grant-tour visitors were “favorably impressed” with airport activity that day, noting visitors observed a busy schedule and National Guard touch-and-go operations. The comment was part of a brief discussion prior to the reappointment vote.
The board also waived a hearing and approved transfer of a liquor permit for Railroad Cafe, 216 Arbor Road Northwest, Manurva, Ohio, from Tina Bill Ventures LLC to RTB Bar and Grill LLC. Commissioners moved, seconded and approved the waiver and transfer by voice vote.
On the recommendation of County Engineer Brian J. Wise, commissioners approved several county highway driveway and right-of-way permits, including a driveway for Aaron Clark in Rose Township (144 Park Road/County Road 26), filming-infrastructure work proposed by Brada for Ball Consulting in Union Township (Canyon Road SE/County Road 54), and a driveway for Persus in Perry Township (Aster Road/County Road 17).
Clerk Melissa Nar used the clerk’s report to highlight a summer tourism item and a tax deadline. “The Carroll County Convention and Visitors Bureau has shared a list of dairy bars and ice cream shops in Carroll County and the surrounding areas. They’re calling it the Carroll County Ice Cream Trail,” Clerk Melissa Nar said. She also reminded residents that the second half of Carroll County property taxes are due July 31, 2026, and listed payment options including in-person, mail or a 24-hour dropbox at the courthouse stairs.
Commissioner Leget provided updates on annex-building work, including filling a hole near the election-board handicap-access ramp and the signing of an easement for a pole replacement on private property, with conduit work expected to follow. Commissioner Workner noted ongoing board-of-revision cases and encouraged residents to check tax-card reductions online or contact the auditor’s office.
The board adjourned after approving the day’s agenda items.
