Silver Lake Council approved Resolution No. 24-2026 on May 6 authorizing the administration to apply for a Water Supply Revolving Loan Account (WSRLA) agreement and designate a repayment source. The step places the village in line to seek 0% interest financing for planning, design and construction of water facilities tied to lead-service-line replacement.
Mayor Dunphy said a recent meeting with OHM revealed uncertainty about continued availability of 0% interest funds beyond this year, prompting OHM’s Mr. Popiel to nominate Silver Lake to be in the queue for the program. At the meeting, Service Director Ben Gregory reported the village has 72 known lead service lines and 67 lines with unknown material; he estimated that 30–40 of the unknown lines could be lead and said the inventory work should be completed by the end of the summer.
Council members asked when a final inventory would need to be submitted and whether the program had a cap; members said they were willing to take another reading before a final vote if necessary, but Finance Chair Suzanne Garrett moved to bring the resolution out that evening. The council voted to suspend the rules and adopt the resolution on roll call 7-0.
Council did not set a firm funding cap in the meeting report. Staff and OHM are expected to complete the inventory and report back; the administration also proposed a public special meeting on May 20 to review OHM’s water supply study.
