Silver Lake council adopts FY2026 appropriation changes to cover Enbridge inspection, senior snow-plowing and other costs

On March 16 the Village of Silver Lake council adopted Ordinance No. 15-2026 amending appropriations for current expenses and other expenditures during the fiscal year ending Dec. 31, 2026.
Finance Chair Suzanne Garrett outlined increases grouped by project and program: costs tied to the Enbridge 2026 project, a senior snow-plowing program, administrative expenses due to a staffing vacancy, technology-related expenses, and a debt service repayment. Council discussed whether the debt service payment was included in the budget; Clerk-Treasurer Sean M. Housley said it was not in the approved budget because only a draft amortization schedule existed at the time the budget was prepared.
Council member Jim Kurtz asked what the $100,000 figure would cover. Housley replied, "right now, it’s an estimate, and will cover OHM inspection services to review Enbridge’s work. The Village will be reimbursed 100% by Enbridge for OHM’s inspection costs." The ordinance allows $5,000 for the senior snow-plowing program though Housley said only $3,000 had been budgeted previously; staff said the original $5,000 authorization had not been exceeded and some additional spending this year increased the need for an adjustment.
Ms. Garrett moved to suspend the rules; the motion and the adoption motion passed on 7-0 roll calls. The appropriation changes take effect immediately per the emergency clause included in the ordinance.
