Silver Lake council approves purchase order for OHM, declines $500,000 small-government grant to pursue larger federal funding

The Village of Silver Lake council on March 16 unanimously approved Resolution No. 13-2026, authorizing a purchase order to pay OHM Advisors for engineering services on Silver Lake Boulevard.
Council President Matt Plesich clarified the underlying contract amount had already been approved and the resolution authorizes the purchase order to make the payment. Finance Chair Suzanne Garrett moved to suspend the rules and to adopt; both procedural motions passed on 7-0 roll calls.
Clerk-Treasurer Sean M. Housley said staff provided status materials in the council packet and OHM engineer Jason Popiel confirmed the numbers in the handout. Mayor Dunphy told council that, after consulting with Popiel, village staff concluded it was best to decline the $500,000 small-government grant for this year and pursue a federal CDS grant instead, saying that may improve the Village’s chances of securing a larger, district-level grant later.
The mayor said the decision to postpone applying for the small grant will not delay the Silver Lake Boulevard project timeline and that the small-government funding should remain available in future cycles. No public comments were recorded on the item.
What happens next: with the PO authorized, OHM can proceed under the previously approved contract and staff will continue coordinating grant applications for the project.
