Board approves $75,000 O&M payment to Three Crowns and preliminarily clears staffing and membership changes

The Amoco Reuse Agreement Joint Powers Board accepted the March 2026 Treasurer's Report, which included a $75,000 check to Three Crowns to cover operations and maintenance, and gave preliminary approval for several staff promotions and membership-plan changes at the golf club.

The report was presented by Executive Director Rob Hurless, who outlined the board's investment and checking accounts and the vouchers included in the report. Board members voted to accept the Treasurer's Report and pay the bills; the minutes state the motion carried with all members in attendance voting to accept.

The Three Crowns Committee report, delivered by Mr. Close and club manager Jeff Kelly, flagged several budget concerns: Mr. Close said projected rounds may be optimistic, equipment depreciation had not been accounted for, and membership revenue assumptions warranted closer review. Kelly described immediate staffing moves: Luke is no longer with Three Crowns; Kelly plans promotions and hires including Madz to assistant general manager, Laura as food-and-beverage manager, Andrew as director of golf operations and Josh as first assistant. Kelly said he wants the budget approved so he may place staff permanently and said the club aims to improve food-and-beverage service and marketing; he said the course hopes to open within about a week.

The board voted to give preliminary approval for the personnel changes, membership adjustments (including removing the pre/post season pass and emphasizing the Three Crowns Card) and necessary marketing steps, subject to final budget approval. The motion was made by Pat Sweeney and seconded by Jim Close.

During public comment, Terry Lane criticized revised Ultimate membership pricing, saying the fee rose from $5,400 to $5,700 and the club credit dropped from $2,000 to $1,000. Lane said the 20% increase in that membership contrasts with a reported 12% local income increase and argued the change disadvantages members. Mr. Kelly said he would look into member outreach and the possibility of a survey, as suggested by board member Jim Milne.

Next steps: final approval of the Three Crowns budget is pending at a future meeting; the board's preliminary approvals allow Kelly to begin staffing decisions but do not constitute final budget adoption.
