HR director outlines cybersecurity training, recruitments and safety workshops; commissioners approve consent agenda

HR Director Kate Asbury presented the Human Resources quarterly update at 11:00 a.m., briefing the Carbon County Board of Commissioners on staffing, training and safety items.
Asbury said Public Health will have a position opening due to an internal transfer and that a Finance Clerk will begin in the first week of March with a 15-week training schedule. She noted CISA presenters at the local LEPC meeting offered free cybersecurity and physical-security training for county staff and reminded employees that required annual cybersecurity online training is due March 1, 2026. Upcoming safety events include an MSF Safety Workshop on March 10 and a requested trip to SafetyFestMT in Helena April 13–15. First Aid/CPR/AED training is scheduled for May 14 at the Red Lodge Road Shop, and remaining 2026 Safety Committee dates were provided.
Asbury also reported a 'Healthy Is Wellness' session with BlueCross BlueShield attendance and said open enrollment communication for 2026–27 benefits will begin soon. She recorded one workers' compensation incident: a fall that was medical-only with no lost time. Asbury noted a two-week HR schedule change in March to accommodate Finance Clerk training.
Earlier in the meeting, the board approved the Consent Agenda at 10:30 a.m., which included: the 2025 Carbon County Road Department Gravel Crushing Annual Report; procurement checklists for a water line replacement and courthouse boiler; a letter for special districts not holding an election; an asset disposal form for a 2009 Chevrolet 1500; and a Procurement Policy for Senior Commodities (clarified as a purchase request). Commissioner Bill Bullock moved to approve the Consent Agenda and Commissioner Scott Blain seconded; the motion carried. The minutes indicate the Procurement Policy for Senior Commodities is more of a purchase request than a formal procurement policy.
