Stahly Engineering briefs Carbon County on road, bridge, sewer projects and grant opportunities

Stahly Engineering representatives gave Carbon County commissioners an update at 11:00 a.m. on Jan. 20 covering road, bridge and sewer projects and several grant opportunities the firm is pursuing or administering for the county.
Presenters Nick Winfield, Brett Robinson and Stephanie Ray summarized project statuses: the East Rosebud RTAP application is on hold until the grant cycle opens; the EJCDC agreement for the Edgar Sewer Lagoon project has been resubmitted to Rural Development after language changes and is awaiting approval; Stahly is preparing a determination-memo response to FEMA for the Grove Creek crossing project and submitted a narrative to FEMA for the Elbow Creek repairs; the firm submitted a scope and fee for work on Silver Tip Bridge erosion issues; PASER field inspections for the Road and Bridge Master Planning Grant are being scheduled; and the county needs to provide a proposed boundary and test pits for the Bischoff gravel pit.
The presenters also discussed receiving GIS mapping information from Tom Kohley and ongoing coordination regarding MDT bridge inspection reports showing scour issues. Stahly noted several grant opportunities to track: BUILD (application window noted in the project materials with an application due date of Feb. 24 for the current cycle referenced in the update), MCEP planning grant (submitted and awaiting notification), a tentative FLAP call for projects in January 2027, and MTDES resiliency funds (application open and due March 6, 2026) with Edgar Sewer Lagoon and Tuttle Lane identified as possible applications. Winfield said the next update will include discussion of a proposed six-month term contract.
Why it matters: these projects and grant efforts shape county priorities for road and bridge maintenance, sewer infrastructure and hazard mitigation. Several items are awaiting external approvals or require county work (test pits, mapping, field inspections) before advancing.
Next steps and follow-up: Stahly will continue to coordinate with county staff on FEMA responses, Rural Development approvals and scheduling PASER inspections; county staff need to provide proposed Bischoff Pit boundaries and test pits. The project materials accompanying the update list deadlines for some grant windows; county staff are tracking those cycles.
