Staff said the approach frees funding and contractor capacity to perform asphalt repairs on roads that need more substantial work and that the chip-seal solicitation covers the county’s selected road list; one subdivision and a short terrace segment were excluded from the painted-pavement scope. Commissioners asked about leveling and base repairs; staff said some leveling work would be done in-house or separately prior to chip sealing.
The board approved both solicitations on voice/roll-call votes so the procurement process can begin. Staff said the approach came from prior field tours and study sessions and that the county will monitor outcomes to adjust future preservation strategies.
