Mayor Carlos Marquez says market demand, not zoning, often determines which businesses open in Wildomar

A planning staff member described how the city intervenes when a desired use is not allowed "by right." "A CUP is a permit required for specially regulated uses that needs additional review and attention," the staff member said, adding that a development permit is required to approve site design for vacant or redeveloped sites and is typically reviewed alongside a CUP. The staff member said CUP review examines compatibility with surrounding uses and may produce conditions tailored to the use, location or operation.
The staff member also explained the public review process: the community has an opportunity to comment on CUP applications, after which the city may approve an application, deny it, or approve it with conditions specific to the project’s impacts.
No formal motions or votes were taken during the briefing. Mayor Marquez and staff framed the segment as informational, urging property owners and prospective businesses to consider both the city’s zoning framework and market realities. The mayor invited residents to ask questions or leave comments for further clarification.
