Reinbeck council resets FY2027 budget hearing, approves engineering supplement and hears CIP briefing

Mayor Jamie Eiffler called the special budget hearing to order at 5:30 p.m. Councilmembers Dale Wambold, Pease, Johnson and Bueghly were present; Councilmember Trepp was absent. Councilmember Dale Wambold moved to approve the meeting's Consent Agenda, seconded by Councilmember Johnson; the motion carried with four ayes. The approved consent items included minutes from April 6, 2026 and claims totaling $97,800.99.
The council noted that the required four-day public notice for the budget hearing was not met after the Grundy Register was sold and its publication day changed from Thursday to Friday. Councilmember Bueghly moved to reset the FY2027 Budget Public Hearing to April 29, 2026, at 5:00 p.m.; Councilmember Pease seconded and the motion carried 4-0.
Patrick Callahan of Callahan Municipal Consultants, LLC briefed the council on what a Capital Improvements Plan (CIP) is, why it is important for city planning and how to implement one. Callahan directed boards and department heads to submit their desired projects to City Administrator Julie Wilkerson next week so staff can compile the plan for council consideration.
Councilmember Johnson moved to approve Supplemental Agreement for Additional Services #1 with Snyder & Associates on the Center Street Water and Street Reconstruction Project, seconded by Councilmember Bueghly; the motion passed with four ayes. With no further business, Wambold moved to adjourn, seconded by Bueghly; the meeting adjourned at 6:31 p.m.
The minutes list detailed approved claims totaling $97,800.99, including Alliant Energy ($17,759.87) and a library remodel payment to Homefront Builders ($59,568.76). Fund allocations shown in the minutes include General Fund $17,006.79, Road Use Tax Fund $5,966.73, Water Fund $6,513.78 and Sewer Fund $8,285.53. The FY2027 Budget Public Hearing is scheduled for April 29, 2026, at 5:00 p.m.
