Brielle council approves consent agenda, funds affordable housing and authorizes $99,070 emergency repairs

Brielle’s Mayor and Council voted March 23 to approve a consent agenda that included a payment of bills, two affordable-housing agreements and an emergency appropriation for repairs to the municipal building.
Councilman Visceglia introduced Resolution 26-75 to pay bills totaling $437,233.88, and the council voted to approve the payment with the record stating all ayes and no nays. Councilman Shaak introduced companion consent items, and the council approved Resolution 26-76, authorizing an agreement with the Affordable Housing Alliance to construct, own, operate and maintain five 100%-affordable units adjacent to borough hall, and Resolution 26-77, authorizing an agreement with Habitat for Humanity to construct two 100%-affordable units on Borrie Avenue. The motions were recorded as passing with all ayes and no nays.
The council also included authorization for emergency repairs to the municipal building. A separate resolution and certification listed $99,070 in emergency repairs to be funded from Capital Ordinance account C-04-08-920-000-901 under N.J.S.A. 40A:11-6. The municipal clerk certified the resolution on March 24, 2026.
In committee reports, Councilman Nolan summarized upcoming recreation programs, including biddy soccer and the return of bocce, and said a contractor was placed on notice after green mesh used for soil stabilization became exposed by freezing; a site walk was planned for early April to address the problem. Councilman Nolan also noted Library Giving Day promotions and said the library awaits confirmation of a CDBG grant for ADA bathroom compliance.
The meeting moved into an executive session on contract negotiations from 8:55 p.m. to 9:20 p.m., after which the council reconvened and adjourned. The clerk later certified the emergency-repairs resolution.
