Brielle council approves consent agenda, authorizes police annex study and introduces $2.5M bond ordinance

The Brielle Mayor and Council voted unanimously April 27 to approve a consent agenda that authorized architect Anthony Iovino to prepare concept plans for a municipal building modification and an annex to meet police department needs at a cost of $37,000, approved the payment of borough bills totaling $282,646.17 and introduced a bond ordinance appropriating $2,500,000 and authorizing $1,950,000 in bonds and notes for capital improvements.
Council members recorded as voting ‘aye’ were Councilmembers Gianforte, Laufer, Shaak and Visceglia; Councilmember Colon and Administrator Nolan are listed as absent in the minutes for those votes. Councilman Shaak described the annex concept as preserving the existing structure while providing a sally port and bringing the building into compliance with applicable state and federal requirements, including ADA.
Members of the Citizens Committee (names listed in the meeting minutes as George Thibeault and Susan Lane) asked the council to table the authorization so the committee could meet with the architect and explore alternative approaches. Council members said the Citizens Committee may meet with the Building Committee and the architect but that meetings involving the expenditure of public funds should include a council member; the council then proceeded to vote.
The council also passed Resolution 26-84 to pay borough bills in the amount of $282,646.17 and adopted procedural resolutions to introduce the bond ordinance (Resolution 26-85) and to publish notice and schedule a public hearing in the Coast Star for May 11, 2026 (Resolution 26-86). The bond ordinance was introduced on first reading; the public hearing will be held at Borough Hall at 7:00 p.m. on May 11, 2026 in compliance with the Local Bond Law.
The meeting minutes record routine committee reports following the votes, including a reminder from Councilwoman Laufer about signing up for website alerts and a public-safety reminder from Councilman Shaak urging helmet use after an e-bike accident cited in another municipality.
