Members praised draft language aimed at clarifying remote participation, updating notice methods beyond traditional newspapers and tightening conflict‑of‑interest disclosure requirements. Several members urged removal of outdated provisions (for example, prescriptive seating arrangements) and asked staff to standardize stipend language and clarify how reimbursement rules apply. One board member suggested adding timeframes for sanctions and sanctions' duration in the ethics complaint procedures.
A point of legal uncertainty concerned section 19, which addresses alleged violations of the code of ethics. Board members differed on whether complaints should be discussed publicly or first in executive session.
