In one explanation the manager said the grant involved $63,000 with $7,000 in in-kind work for the specific trail segment; at other points she cited a total ATV-related funding figure of $361,200 for related projects. Council discussion treated the grant award as funding for opening and grading the rail-trail section and removing metal debris.
Council members and volunteers described planned work: grading, spike removal, and use of rented equipment including an excavator and a forestry mulcher; named volunteers Angela Jared and Zack Jared were noted as assisting with grading and debris collection.
