Cave Springs council approves clerk/treasurer split and budget amendments; several items tabled

The Cave Springs City Council on a unanimous series of votes approved an ordinance separating the previously combined offices of city clerk and city treasurer and adopted two budget amendments while tabling routine financial reports and a proposed municipal-code change.

The council approved ordinance 2026-03 — titled to divide the current combined office of city clerk and treasurer into separate offices and to define duties, including allowing the treasurer position to be appointed in an emergency. Council members Erica, Jeremy, Mike, Chris and Mark recorded affirmative roll-call votes for the ordinance. The council then approved an emergency clause for the ordinance by roll call.

Separately, the council amended the 2025 sewer expenditure to $991,009.99 and approved that resolution after a motion and second. The council also approved a resolution to amend the 2026 budget and to adopt an updated site development inspector job description for the city of Cave Springs; that item passed after a motion by Erica and a second by Chris.

Several routine items were tabled. The council voted to table minutes and to table missing month-by-month financial reports (including water and sewer financials) while the city fills a temporary vacancy in financial staff. The council also voted to table an ordinance to amend chapter 30 of the municipal code (mayor and council provisions).

What happens next: the ordinance dividing the clerk and treasurer offices is enacted with an emergency clause; the budget amendments are effective as recorded in the adopted resolutions. Staff will return later with month-by-month financial reports and with additional paperwork or dates from city legal counsel when available.
