Conservation panel amends Moderna campus permit to allow temporary laydown area and limited fire‑water work

The Town of Norwood Conservation Commission on June 17 approved an amendment to an earlier order of conditions for construction activity at the Moderna campus that adds a temporary laydown/stockpile area in the buffer and a small fire‑water infrastructure upgrade in the 200‑foot riverfront area.
Adrian Lennon of Par Corporation, representing Moderna, told the commission the laydown area was selected because it is the closest secure site to ongoing work and avoids moving materials across the campus. "The laydown area is in part located within the buffer zone because it is really the best and closest location to the existing activity so now we're not moving material across the campus," Lennon said.
Lennon said the fire‑water upgrade is limited in scope and largely outside jurisdictional wetlands, but acknowledged a small corner of that work falls within the 200‑ft riverfront area. Carly, the conservation agent, recommended two special conditions: the applicant must contact the Department of Engineering/stormwater authority to confirm whether a stormwater management permit is required for the revised work and must modify the campus‑wide Stormwater Pollution Prevention (SWIP) to include the project before fire‑water construction begins.
Commissioners asked about fencing, erosion controls, and the temporary nature of the laydown area; consultants said the laydown will be fully fenced and protected with silt socks and standard erosion controls required by the existing permit. The applicants said the laydown and related staging are temporary and will be restored, and that they will not begin the fire‑water work without confirming any required stormwater permits.
The commission voted to amend the order of conditions, explicitly adding the two special conditions recommended by staff. The applicants said they will incorporate the commission’s conditions into contract documents and submit a revised NOI for the remainder of work where required.
Next steps: applicants will contact the stormwater authority, update the campus SWIP, and proceed with the emergency scope under the amended order while preparing any required NOI for the remaining work.
