Oakland council approves sewer loan, accepts sewer work and clears water‑project payments

The Oakland City Council unanimously approved a resolution authorizing a form of loan agreement and the issuance of Taxable Sewer Revenue Capital Loan Notes to help finance sewer work, council records show. The motion to adopt Resolution 2026-02-04 passed on a 3-0 roll call.
Council members also accepted the completed 2025 sewer main replacement project and approved the final pay request. Council Member Applegate moved to accept the work; Applegate’s motion carried on a roll-call vote of 3 ayes. The acceptance was recorded as Resolution 2026-02-08.
Separately, the council approved two pay applications for water-supply well projects to Western Iowa Utilities, Inc.: $43,130.47 for the 2023 wells project and $75,860.15 for the 2024 wells project. Motions to pay were made and seconded by council members and carried 3-0.
The meeting included a state revolving fund (SRF) public hearing on the Water Treatment Plant Project. The council opened the hearing at 7:06 p.m. and closed it at 7:07 p.m.; no members of the public spoke. Public Works Director Josh Billings reported a meeting with engineers is scheduled Thursday to finalize the water treatment plant plans.
Billings also reported operational updates: crew members Gale and Virgil will travel to Des Moines this week for a water-class training, and a water-main leak on S Gates St that occurred Sunday has been repaired.
The council’s vote authorizing the loan, acceptance of sewer work and approval of the pay applications were recorded as unanimous (3 ayes). No vote-by-name was recorded in the minutes beyond the roll-call totals.
Next steps include finalizing water treatment plant design with the engineers and proceeding with the projects under the financing approved Feb. 9.
