Ogden council approves consent agenda, holds first reading to add four-way stop; public hearing set for Howe City Park

At its Nov. 11 meeting the Ogden City Council unanimously approved a broad consent agenda including finance reports and a claims list, scheduled a Dec. 9 hearing for the Howe City Park Project, and approved the first reading of Ordinance No. 287 to add a four-way stop at SW Fifth and West Division Streets.
The Ogden City Council approved its consent agenda on Nov. 11, which included the 2024–25 Annual Finance Report (Resolution No. 202511-594) and the 2024–25 Street Finance Report (Resolution No. 202511-595), the October 2025 Treasurer’s Report and a claims list covering Oct. 11 through Nov. 7, 2025.
City Clerk Allison Frazier’s claims list showed bank drafts totaling $61,367.56 and checks totaling $382,353.18; among the payments listed were $155,000 to Fareway Stores and $47,274.21 to Johnson Law Office Trust Account. The consent agenda also approved several building and fence permits, certification of Urban Renewal/TIF indebtedness to the county auditor, an agreement with Calhoun-Burns and Associates for 2026 bridge inspection and load rating, a Volunteer Fireman appointment for Richard Mcwilliams, and a 28E Joint Public Service Agreement between Boone County and the City of Ogden.
Councilmember Margaret Liston moved to approve the consent agenda and Councilwoman Lori Anderson seconded; the motion passed with all present voting aye. Later in the meeting Anderson moved and Liston seconded to approve the first reading of Ordinance No. 287, which would add a four-way stop at SW Fifth and West Division Streets; that motion also passed unanimously.
The council set a public hearing on the Howe City Park Project for Dec. 9, 2025, at 6:15 p.m. so residents may comment before any final action on the park project. The meeting concluded at 6:41 p.m. after a motion to adjourn by Liston and second by Dave Ohlson.
The approvals on Nov. 11 represent routine finance and permitting actions required to keep city operations moving; the traffic-control change authorized only a first reading and will require subsequent readings or staff follow-up before taking effect.
