Fraud risk assessment — The council approved a resolution accepting the city’s fraud risk assessment for FY2025–26 (score: 355, a low‑risk ranking). Members discussed potential steps to increase the score — including written ethics commitments and contracted CPA review — but did not add those changes in the meeting.
Property tax levies — City Manager Jeremy Rhett walked the council through the certified tax rate calculation and the composition of a homeowner’s bill. The council set the Washington City property tax levy for calendar year 2026 at the certified rate (0.0000760) and separately approved the Coral Canyon Special Service District levy (an 85% reduction for the district in its final year of assessment). Property transfer to UDOT — The council approved a resolution authorizing transfer of small right‑of‑way parcels purchased as part of the George Washington Boulevard/SR‑7 interchange project to the Utah Department of Transportation; staff advised the deed transfers were administrative and carry no fiscal impact. The resolution passed 4–0.
Zoning change tabled — On a separate land‑use item (Z‑26‑12), the council received a staff presentation and public comment regarding a proposed modular classroom/administrative building for Sunrise Residential Treatment Facility and the planning commission’s recommendation to approve with conditions. Residents raised concerns about building height, visibility, exterior materials and noisy side‑mounted HVAC units. Citing a need for clearer mitigation costs and technical options (HVAC relocation, exterior finish, landscape buffering and pad elevation), the council voted to table Z‑26‑12 to the July 8 meeting so the applicant can return with more detail. The tabling motion passed 4–0.
