Jim Warner said he is working on a DOT permit for a storm drain repair at Railroad and Main. Randy Seberg described equipment changes required to shift from a controlled discharge to continuous discharge; the system would have to operate for at least six months before the Iowa DNR would likely approve the change. Seberg estimated the work would most likely cost about $400,000.
Fluence Company told the council it would be willing to front construction costs as a pilot project, with the construction phase ending when the building is in place. The council concurred to continue sewer improvements with BES, Inc., which is listed in the meeting materials as a vendor involved in sewer operations.
Council members emphasized the timeline: the city needs to complete key work by January so it can meet the June 30, 2025 sewer permit deadline. The council did not authorize specific contract awards or appropriations at the July 10 meeting beyond the concurrence to proceed with BES, Inc.; financing and next steps will be handled in subsequent meetings and through staff negotiations.
Separately, the council approved Resolution 2024-03 amending the authorization to issue Sewer Revenue Capital Loan Notes (Series 2021) and authorized execution of an amendment to the interim loan and disbursement agreement to support sewer finance needs.
The council’s actions at the July 10 meeting were procedural: staff and contractors were directed to continue work and to report back with financing details and any necessary procurements.
