Township approves MOU for Five Villages Live festival with insurance and vendor conditions

Terms approved include a $600 fee for 12 hours at $50 per hour, requirements that the foundation provide customary commercial general liability insurance naming Barrett Township as an additional insured, on‑site security and staffing, sufficient portable restrooms, trash/recycling management and post‑event cleanup. The memorandum limits the licensed use to exterior grounds unless otherwise agreed in writing, requires vendors serving alcohol to hold appropriate Pennsylvania Liquor Control Board licenses and to implement age‑verification and responsible‑service practices.
The agreement assigns township points of contact for setup and operations and requires the foundation to leave the premises in substantially the same condition no later than the Monday after the festival. Supervisors approved the MOU by voice vote.
What the MOU does not change: The MOU notes the township is licensing exterior grounds only and that any waiver of fees or interior use would require separate written agreement.
Ending: The board authorized the MOU and set the conditions the foundation must meet before hosting the festival; volunteers and township staff will coordinate logistics, parking management and resident ticketing options that were discussed during public comment.
