St. Clair County Commission approves contracts, software subscriptions and relocations; chairman floats $1M municipal aid plan

At its Jan. 27 meeting the St. Clair County Commission approved a package of contracts, software subscriptions, facility payments and appointments and heard a proposal from Chairman Stanley D. Payment and contract approvals included $54,800 to Ryan Smith Construction for a Public Works Project to remodel the Pell City Probate office; award of Bid #2026-32 for an audio-visual live-stream system to Sharp SBS of Georgia & Alabama for $81,987.53 (Ashville Annex $40,171.54; Pell City Courthouse $41,815.99); and a $10,000 proposal for a pole-barn design package to support future bidding. The county also approved surplus and disposal of seven legacy timeclocks no longer used with the Gorrie-Regan software.
The commission approved three sheriff’s-office software items, each contingent on County Attorney review: ERAD at $4,950 per year (mobile-device-signal analysis), AMPED at $3,744 per year (photo and video enhancement), and Callyo at $3,820 per year (real-time call monitoring). The motion records show unanimous approval for these subscriptions.
Other routine approvals included a $32.30 invoice payment to Guardian RFID for replacement-part shipping charges, travel requests for county staff, reappointment of Candice Lindsey to the St. Clair County Industrial Development Board, and approval of a letter from the Alabama Law Enforcement Agency confirming relocation of the Pell City Driver’s License Office to the county-owned property at 1802 2nd Avenue North in Pell City.
Chairman Batemon said he would yield portions of his report time to candidates seeking local office so constituents may speak during meetings under time restrictions, and he proposed the commission consider providing municipalities $1,000,000 over 10 years (approximately $100,000 per year) to help with bonds or project financing; he did not move that proposal as a formal agenda item during the meeting.
The meeting concluded with approval of monthly bills (excluding any invoices questioned before close of business) and adjournment at approximately 9:56 a.m.
