South Vinemont council approves $1,000 pay supplement, vehicle purchase and meeting-date change; declines RSA actuary report

Mayor Bonnie Goodwin called the Nov. 10 regular session to order and the council confirmed a quorum. The meeting started with routine approvals: the council unanimously approved several sets of minutes and the October 2025 financial report by oral vote.
Mayor Goodwin introduced three resolutions. Resolution No. 2025-11-06 would change the council meeting date for December 2025; Council member Nina Justice moved adoption and Council member Michael Ashbaugh seconded. The council approved the resolution by oral vote. Mayor Goodwin then introduced Resolution No. 2025-11-07 authorizing the purchase of a new municipal vehicle; Ross Campbell moved adoption and Michael Ashbaugh seconded, and the measure passed by oral vote.
Mayor Goodwin introduced Resolution No. 2025-11-08, described in the meeting as: "Authorization for one time pay supplement for full time employees in the amount of $1000.00." Michael Ashbaugh moved adoption and Nina Justice seconded; the council approved the one-time $1,000 payment for full-time employees by oral vote.
On pension-plan paperwork, Mayor Goodwin asked the council whether it wished to accept the new RSA (Retirement Systems of Alabama) actuary report with upfront contribution requirements. Council member Ashley Shrader moved to decline acceptance of the actuary report; Kelley Little seconded. The council voted unanimously to decline acceptance of the report, as recorded by oral vote.
During other business, Council member Kelley Little asked the town attorney to review how the municipality provides direct support to outside organizations; the clerk will provide a list of current direct supports for the attorney's review. Council member Ross Campbell raised concerns about local traffic management when the interstate is shut down and was advised to contact local representatives for assistance. Council member Ashley Shrader commented that the council could revisit the RSA matter at a later date, for example when an affected employee retires. No further formal actions were recorded on these discussion items.
Kelley Little moved to adjourn at 6:16 p.m.; Michael Ashbaugh seconded. The motion passed by oral vote and the meeting was adjourned.
