St. Clair County Commission bars Alabama Power pole permit on Saine Road, adopts $835,397 ALDOT safety-widening agreement for Kelly Creek Road

At its Jan. 27 meeting the St. Clair County Commission unanimously refused to permit Alabama Power to install new poles on Saine Road until a plan keeps at least one traffic lane open, and adopted Resolution 2026-17 to partner with ALDOT on a $835,396.80 Kelly Creek Road safety-widening project with a 10% county match.
The St. Clair County Commission on Jan. 27 voted unanimously to withhold a permit for Alabama Power to install new utility poles on Saine Road until the company presents a solution that allows at least one lane of traffic to remain open during installation.
The motion was made by Commissioner Ricky Parker and seconded by Commissioner Bob Mize. The commission’s recorded action states: “a permit will not be issued to Alabama Power to put new poles in on Saine Road until a solution that provides a way for at least one lane of traffic to stay open & flow.”
Also during the Engineer’s report the commission adopted Resolution 2026-17 and approved an agreement with the Alabama Department of Transportation for Safety Widening Project #HRRR-5826 on Kelly Creek Road. The total project cost is $835,396.80; the county’s required 10% match is $83,539.68.
County Engineer Dan Dahlke presented the project summary and funding breakdown; Commissioner Bob Mize seconded the motion to adopt the resolution and commissioners voted all aye. The resolution and agreement are to be attached to the official minutes.
The commission also approved a series of smaller road- and facility-related items during the engineer’s report: a $2,500 quote from K & B Construction to construct a handicap ramp at the Canoe Creek boat-launch storm shelter; a partial payment of $63,893.09 to Ragland Water for a waterline relocation on County Road 21 related to a bridge replacement; and a $10,000 design-and-bid-package proposal from Goodgame Company, Inc. for a pole-barn concept at the Road Department. Annual public-works bids for traffic striping, guardrail, HMA paving, micro-surface paving and surface treatment were awarded as recommended by the engineer.
All recorded motions in the engineer’s report passed unanimously. The meeting adjourned at approximately 9:56 a.m.
