At its June 24 meeting the Bellingham Conservation Commission adopted a draft Bellingham Beaver and Muskrat Management Protocol, approving language that clarifies which agencies handle emergency removal and which items should be processed through an NOI or other conservation commission review.
Conservation administrator Hannah led the presentation and explained that the Board of Health is the entity authorized to declare emergencies and issue permits for trapping or beaver deceiver installations; non-emergency actions that affect resource areas should follow the commission’s NOI process. Commissioners asked how private-property flooding and septic threats are treated and were told that basements and septic systems would meet the emergency threshold only if the Board of Health concurs.
Members suggested minor edits to the flowchart and text (for example, clearer labeling and a note on who receives materials), and the commission voted to adopt the protocol subject to the discussed edits. Commissioners thanked staff for coordinating the draft and the sitewalk photos that supported the discussion.
The protocol emphasizes an interagency response: Board of Health for emergency permits and declarations; the conservation commission can identify how breaching or flow-device installation should be implemented when the Board of Health recommends those approaches. The commission’s vote instructs staff to finalize the protocol with the minor editorial and flowchart changes discussed and to post the updated document.
