St. Clair County approves ALDOT match, AV system and a string of contracts, reimbursements and renewals

The St. Clair County Commission approved a package of contracts, reimbursements and routine purchases spanning road projects, courthouse audiovisual upgrades, EMA mutual-aid agreements and law-enforcement software renewals.
Commissioners voted to participate in an ALDOT safety widening project on Kelly Creek Road with an estimated total cost of $835,396.80; the county will provide the standard 10% local match for that safety-funded project. The commission then approved a $2,500 quote from KMBB Construction to construct a handicap ramp at the new Canoe Creek Boat Ranch storm shelter and authorized a partial payment of $63,893 to Raglin Water for waterline relocation related to a planned County Road 21 bridge.
On bidding, County Engineer Dan Dawkey recommended awards on several routine public-works contracts: Highway Management Systems for traffic striping; Alabama Guard Rail for guard rail; Wiregrass Construction for HMA paving; Asphalt Paving Systems for microsurface paving; and Charles E. Watts for surface treatment paving. Commissioners approved the recommendations.
EMA Director Patrice Kusi asked the commission to adopt Resolution 2026-18 to join an Alabama interlocal mutual aid agreement; commissioners approved the resolution and later adopted a related omnibus agreement pending county attorney review.
The commission approved reimbursement to the state of $35,625.60 for juvenile probation, and awarded a bid for a permanent audiovisual/live-stream system to Shark SBS of Georgia and Alabama for approximately $81,978.75 as listed in the agenda (transcript formatting of the amount was garbled). IT Manager Glenn Morgan confirmed the purchase will install more-permanent AV equipment in the courthouse and a second county courthouse.
The board also authorized routine actions: surplus and disposal of seven time clocks, payment of a $32.30 jail invoice without a purchase order, renewal of investigative and image-enhancement software subscriptions for the sheriff's office, approval of travel requests (including a delegation trip to Washington, D.C.) and payment of monthly county bills (recorded by the clerk at roughly $988,000 for the cycle). The commission approved a roughly $10,000 quote to prepare building plans for road-department equipment storage and discussed future sheriff facility planning.
