East Rockhill planning commission opts for principles-style comp plan, asks for Fair Share Analysis

At its Feb. 7 work session the East Rockhill Planning Commission shifted toward a principles-style comprehensive plan modeled on neighboring townships and asked BCPC staff for a Fair Share Analysis; commissioners also set expectations for resident-survey timing.
Mike Roedig, the BCPC project manager on the comprehensive-plan effort, told the East Rockhill Township Planning Commission on Feb. 7 that he had taken over the project and estimated four to five meetings would be needed to complete the draft.
After a review of the work program, commissioners voted informally to move away from a chapter-based comprehensive plan toward a principles-style document. Commissioners asked BCPC staff to provide examples of principle objectives and a proposed table of contents modeled on West Rockhill Township and Tinicum Township comprehensive plans.
Commissioners also requested that BCPC produce a Fair Share Analysis to inform the housing and land-use discussions, but said the commission would review that analysis before deciding whether to incorporate it into the final plan. Discussion about the analysis was led primarily by commissioners Blaze Youngers, William Barnish and Joseph Chellew.
Township Manager Marianne Morano presented returned resident surveys and the group agreed the results should be tabulated immediately; a full analysis of survey responses was deferred until the April meeting.
The shift to a principles-based format, the requested Fair Share Analysis and the planned survey analysis together set the work program for the next phase of drafting; BCPC staff will return with the requested examples and the analysis for commission review.
