East Rockhill approves $2,400 contract to draft livestock rules and revise sign regs amid comprehensive‑plan review

The East Rockhill Township Board of Supervisors voted Feb. 26, 2019 to authorize Township Manager Marianne Morano to execute a $2,400 agreement with the Bucks County Planning Commission for development of 'livestock' use regulations and amendments to the Township sign regulations.
Manager Morano presented the proposal and noted the county planning commission would draft use regulations for livestock and update sign language. Member Jim Nietupski questioned whether the contract’s timing was appropriate while the township’s Comprehensive Plan update is still under review. On a motion by Vice‑Chair David Nyman, seconded by Chair Gary Volovnik, the board approved the agreement; the motion passed 2–1, with Mr. Nietupski voting in opposition.
Anne Fenley had earlier reported that comprehensive plan survey results were submitted to Bucks County for tallying and that the Planning Commission had begun review of the update, which informed the board discussion about synchronizing regulation changes with the broader plan.
The $2,400 contract funds a limited scope of work to draft livestock use language and propose changes to sign regulations; the board did not amend the Comprehensive Plan at the meeting. Staff will proceed with the consultant work and return recommended ordinance language or zoning text amendments for the board’s consideration in a future meeting.
