The East Rockhill Township Board of Supervisors unanimously approved routine minutes and a bills list and took several infrastructure and legal actions at its April 23 meeting.
On a motion by Supervisor Jim Nietupski, seconded by Supervisor David Nyman, the board adopted the March 26, 2019 regular meeting minutes. On a motion by Supervisor David Nyman, seconded by Supervisor Jim Nietupski, the board approved payment of unpaid bills dated April 18, 2019 in the amount of $219,594.55; with no additional discussion, all present voted in favor.
The board approved an Eagle Scout proposal from Travis Fazio to place quarter-mile distance markings at Willard H. Markey Centennial Park. The board conditionally approved Karl Foreman’s request to withdraw a recorded Foreman Farm Land Development Plan and to return $148,631.87 in financial security, subject to proper documentation and payment of withdrawal-related expenses; staff noted an accessory building had been installed without a permit and that outstanding expenses must be addressed before release.
The board accepted a base bid from Creative Pultrusions, Inc. of $26,700 and an alternate of $7,700 for a 40-foot prefabricated fiberglass walking-trail bridge, funded from the capital improvement budget. Supervisors also approved additional in-house paving work at West Rock Road and Three Mile Run Road, including removal of approximately seven trees and an easement; general-fund expenses of about $3,200 and state-aid material costs of $1,000 were approved.
Engineer Steve Baluh presented Authorization Voucher Number 5 for the Wood’s Edge Subdivision — payable to Lynn Builders, LLC — in the amount of $21,673.73 for driveway superpave; the motion to approve passed unanimously. The board acknowledged solicitor-recommended agreements including the Soroka-Kleina easement authorizations to permit sanitary sewer and water connections at two addresses, authorized recordation of a Unilateral Declaration of Covenants, Conditions and Restrictions for an in-law suite at 4431 Axe Handle Road, and accepted a Declaration of Easement related to a Reiss lot line adjustment on Hill Road; each item was approved by motion with no additional discussion.
The board acknowledged department and service reports and adjourned into executive session at 8:47 p.m.
