East Rockhill supervisors agree on park tree study, paving bids and stormwater fixes at June 20 special meeting

The East Rockhill Township Board of Supervisors met in a special session on June 20, 2019, toured township roads and property and directed staff to pursue a series of public-works actions including a tree-clearing feasibility study, stormwater repairs and paving work.
The supervisors reached consensus to explore selective tree clearing at Willard H. Markey Centennial Park and asked the township engineer to review an existing easement and survey plans to determine whether an ADA-compliant walking trail from Pennridge School District to Markey Park could be built outside the established easement area. The board noted the study could be coordinated with Pennridge Airport as part of site planning.
The board confirmed township practice on roadside drainage after a resident requested a French drain on Bridgeview Drive: township crews will continue to perform ditch work and will not install French drains tied to private drainage systems. The supervisors also agreed to consider updated crosswalk signage on Branch Road to improve pedestrian visibility.
Public Works Director Jeff Scholl and the board discussed tree management; staff will remove dead ash street and open-space trees as time allows. The board said large tree removals and replacement plantings would be handled by third parties and funded from the township’s tree fund, with replacement-tree purchases flagged as a 2020 budget consideration.
The board reaffirmed that personal items are not permitted on township-owned open space and directed staff to notify the property owner at Country Hunt Development to return an existing vegetable garden, border and stored firewood to grass after the fall harvest.
Two road stormwater improvements on Harriet Drive and one in the Ridge Run Development were scheduled for 2019. At a property owner’s request, the board directed that T-intersection curbing at Valley View Lane and Meadow Drive be painted to delineate no-parking areas.
The supervisors also authorized staff to solicit paving bids for Azalea Court and Holly Drive; the minutes list an estimated budgeted cost of $85,000 for that work. The board gave consensus to install Covered Bridge Tour signs on township and state roads per prior supervisor approval.
On West Rock Road, the board noted that a newly constructed dwelling had blocked drainage to a driveway trench box; the property owner will be notified to make repairs or the township will take action to avoid delaying scheduled paving. The supervisors agreed to re-pave the township-owned driveway at 1802 Ridge Road in-house if funds are available, with an estimated material cost of $7,000.
