East Rockhill supervisors approve mower, building repairs and resolution authorizing eminent domain

East Rockhill Township’s three-member Board of Supervisors voted May 28 to approve several routine purchases and contracts and to adopt a resolution authorizing eminent domain proceedings for a parcel adjacent to the municipal complex.
The board approved the April 23, 2019 meeting minutes and authorized payment of unpaid bills dated May 24, 2019 totaling $353,448.07. The board accepted the resignation of Planning Commission member William Barnish, effective June 1, 2019.
The supervisors approved an unbudgeted purchase of a 2019 Ferris mower, trading in a 2011 John Deere, for a net purchase price of $7,739 (motion by Jim Nietupski; seconded by David Nyman). Bids were solicited for siding and window replacement at township-owned property 1802 Ridge Road; the board accepted Jefferson LLC’s base bid of $24,404 (motion by David Nyman; seconded by Jim Nietupski). A resident questioned the necessity and expense of the siding and window work before the board voted; the motion carried with all present voting in favor.
Solicitor Patrick Armstrong presented Resolution 2019-04 authorizing the institution of eminent domain proceedings to acquire Bucks County Tax Map Parcel 12-009161-002, a parcel adjacent to the municipal complex. The board adopted the resolution (motion by David Nyman; seconded by Jim Nietupski); the minutes record that all present voted in favor.
The board also authorized Chair Gary Volovnik to execute an assignment of a financial security agreement related to Pennridge Development Enterprises Business Park after the property owner changed banks, and approved Authorization Voucher No. 6 for the Wood’s Edge Subdivision in the amount of $1,370.14 for construction observation/escrow administration.
Manager Marianne Morano told the board that bid documents for a municipal office addition and renovation will be posted on PennBID for 30 days and requested a special meeting July 8 or 9 to review proposals; the board agreed and authorized staff to seek financing proposals from banking institutions.
The meeting adjourned into an executive session at 7:54 p.m. for litigation matters. The board did not record further public action on the eminent domain item in these minutes.
